No tax credits for Russia
What the bill does
This bill stops U.S. companies from claiming foreign tax credits for taxes they pay to Russia. It adds Russia to a list of countries for which such credits are denied. The change takes effect 30 days after the bill becomes law and ignores any U.S. treaty obligations.
The stakes
U.S. companies that do business in Russia would have to pay U.S. taxes on income that is also taxed by Russia, increasing their overall tax bill. This could affect companies' decisions about operating in Russia.
