The Monitor Accountability Act sets new rules for court-appointed monitors who oversee state or local governments. It limits how much monitors can charge, how long they can serve, and requires public input before appointment. The bill also requires annual public accounting of fees and services, and transfers long-running cases to a new judge after six years.
