Review of lowest-price federal buying rules

This bill requires the Office of Management and Budget to study whether a certain government purchasing method, called lowest price technically acceptable, creates any national security risks. The method picks the cheapest offer that meets basic requirements. The OMB must report its findings to Congress within 180 days.
