What the bill does

This bill stops colleges and universities from getting Department of Homeland Security money if they work with Confucius Institutes or certain Chinese programs. Schools can get the money back if they end those ties. The Homeland Security Secretary can waive the rule for one year if the school has strong safeguards and the relationship is safe or in the national interest.
