Rules for debating budget cuts

This resolution sets the rules for debating and voting on H.R. 4, a bill that would cancel certain spending that the President asked to cancel in June 2025. It allows the House to consider the bill, limits debate to one hour, and waives objections that might otherwise block it. It also says that a special fast-track process for rescission bills does not apply to this one.
